The Salem Board of Aldermen held their regular meeting Monday night at the City Hall Council Chambers. The board again heard from Stanford McNeal about the rezoning of the property a 307 N. McArthur. He stated that he thought this matter was resolved at the last meeting only to find that it had been put back on the agenda at the request of Alderman Jerry Randell. He again explained that changing the zoning would damage the historical value of the homes in the area, and that there was already a car lot for sale on Rolla Road if someone wanted to open a used car business. The board approved the bid from Cahill Construction Company for the CDBG grant for the Storm Water Infrastructure Improvement Project for $158,704.39 at the recommendation of Integrity Engineering, LLC. The board tabled employee health insurance bids until the next meeting after the presentation by City Administrator Clayton Lucas. The employee health plan is for 58 city employees and the current price is $551 per month for each employee. The proposed policy would be a dual option policy that would cost the city about $558 per employee per month with a $500 deductible and 100% coinsurance, plus life, dental and vision can be added to the policy for an additional cost. City Attorney William Camm Seay presented the results of the public hearing held prior to the board meeting concerning the “dangerous building” at 1201 South McArthur. The homeowner was present at the meeting but elected not to interview Building Inspector Bill Huffman. The building commissioner will make a decision on the property next week. Huffman then reported that the construction work crews were still doing concrete work on Park Street and he appreciated the general public staying off the road. City Administrator Clayton Lucas wanted to remind everyone that Relay for Life will be held on Friday, June 23rd from noon until midnight at the City Park. He also reported that the Salem Police Department will be reprogramming their radios to the narrowband frequencies on Wednesday and that includes the channel for the severe weather sirens. They will be tested sometime Wednesday. He also reported that the Salem City Pool is now open and family passes are available for $125 per family. Other passes are also available. Mayor Gary Brown reported that the Highway 32-72 East bridge over Spring Creek is now open. He also commented on how nice the Cedar Grove Cemetery looked for Memorial Day and he thanked all those who were involved in making that possible. The board approved Resolution 11-2012 that gave the mayor the authority to enter into an agreement with Cahill Construction Co. for the CDBG grant for the storm water infrastructure improvements, they approved Resolution #12-2012 between the City of Salem, Dent County and the Salem Area Chamber of Commerce to maintain the salemmo.com website; but Bill #3256 to rezone 307 N. McArthur from residential to commercial was voted down 3-1 by the board. The board approved the Salem Police Department handbook with some corrections concerning wording about physicians. The board then went into closed session.
