The Salem Board of Aldermen held their regular meeting at the City Hall Council Chambers Tuesday night. In the hearing of persons, Libby Sanders representing the Bonebrake-McMurtrey Foundation discussed with the current board the problems they have experienced in the past with sewer work on their property up to 1999. There is still leaking sewer lines. While the Bonebrake-McMurtrey Foundation supports improvements, they feel the city still needs to take care of the property damages from before 1999 and get the proper legal easements to correct the problems. Michael Caselman addressed the board about an active Vector program in Salem for mosquito control and that he would be happy to help set up a program if they are interested. The board approved the request from the Grace Community Church to block off Water Street on July 5^th from Franklin to the end of the parking lot from 9:00 in the morning until 10:00 at night for a community outreach. Pat Sanders read a statement referring to a state statute in regards to the Phinneus the Dog case that he felt would apply to the current court case. John Hambacker also read a statement on what he felt was a lack of transparency with the purchase of a paint sprayer. A discussion on the water and sewer lines on the property northeast of the Ranch Motel came up where the sewer line west of a manhole on the property was only four inches and had a steep slope, and that the water line runs through the middle of the property. A project to build homes for those disabled has been proposed for the property from the DCAI, and the city wanted to have an engineer take a look at it to determine how much it would cost to install new water and sewer lines. The Planning and Zoning Board recommended that the board approve the subdivision of the property at 5400 Ranch Motel Drive and move the setback from 25 to 10 feet on the south side. The Planning and Zoning Board did not approve a conditional permit for 601 West 4^th Street. The board approved the recommendations of the Planning and Zoning Commission. Mayor Gary Brown reported on the public hearing for the Community Development Block Grant for ADA improvements to the Salem Community Center at the Armory in the amount of $250,000. There were no negative comments. The board then approved Resolution #9-2013 allowing the mayor to sign the necessary documents for the CDBG grant with the Missouri Department of Economic Development. City Administrator Clayton Lucas said that the city purchased 4,000 gallons of the aviation fuel from Negler for $4.958 per gallon for a total cost of $19,832 as the city was out of fuel at the airport. Mayor Brown reported that in the month of April, there were 3,778 visitors to the Salem Community Center @ the Armory. The board approved Ordinance #3269 enacting a new code of ordinances for the City of Salem, and they approved Ordinance #3270 establishing no parking on the north side of Franklin Avenue between South Park and South Missouri Avenues. Preston Kramer, the MoDOT engineer serving our area, discussed the “On the Move” initiative where they want input from the public on what they would like to see done in the next 20 years from meetings, listening sessions and also from their website: www.missourionthemove.org. City Administrator Lucas went over the health care benefits offered through different plans from United Health Care. If the city continues with exactly the same coverage they currently have, they would face a 19.9% increase cost. Lucas presented two different plans to the board where the cost increase would be less and the city would pick up the difference in the deductible from the current $500 employees now pay. The board wanted to review the plans and Lucas will have an insurance broker at the next meeting. Alderman Giacomelli said that some people are concerned about the use of the new firing range on Fridays, Saturday and Sundays. Much of the use is from the new police academy being held at the Salem Community Center at the Armory. He said that if the academy returns next year, this may need to be addressed. The board then went into closed session.

Tyler Lyons pitched seven solid frames as the St. Louis Cardinals defeated the Kansas City Royals, 4-1, in the second and final game of a two-game set. Making just his second career start, Lyons (2-0) allowed one run on two hits and a walk while fanning five. The 25-year-old lefty made his debut on May 22 against the Padres and gave up one run on four hits and a walk in seven innings. Edward Mujica threw a flawless ninth to notch his 16th save. Beltran had a two-run home run while Matt Carpenter and Matt Holliday each hit a solo shot for the Cardinals, who have won six of their last seven games. Billy Butler drove in the lone run for the Royals, who are on a seven-game losing streak. Starter Ervin Santana (3-5), in his fifth attempt to record his 100th career win, surrendered all four runs on seven hits and two walks in 7 1/3 innings. The Cardinals and Royals will now travel to Busch Stadium for a two-game set in St. Louis. The pitching match-up will see Lance Lynn on the mound opposite Luis Mendoza. Funeral services for John Arthur Stogsdill Sr. of Rolla, age 78, will be held today at 1:00 at the Null & Son Funeral Home in Rolla. Visitation will be from 11:00 until service time.

Funeral services for Lyndel Ray Pine of Steelville, age 66, will be held today at 1:00 at the Britton-Bennett Funeral Home in Steelville. Visitation will be from 11:00 until time of service at the funeral home. Interment will be in the Steelville Cemetery.

Funeral services for Frank Edward Wiget of Steelville, age 75, will be held Thursday morning at 10:00 at the Britton-Bennett Funeral Home in Steelville. Visitation will be tonight from 3:00 to 8:00 at the funeral home. Graveside services will be held Thursday at 2:00 at the Memorial Park Cemetery in St. Louis. Memorials may be made to the Golden Echoes, the Steelville Scholarship fund or the Steelville Community Child Care Center.

Funeral services for Doris Mae Wood of Salem, age 85, will be held Thursday morning at 11:00 at the James and Gahr Mortuary in Salem. Visitation will be tonight from 5:00 to 8:00. Interment will be in the Cedar Grove Cemetery. Memorials may be made to The Wood Family.

A Memorial service for Melvin Miller of Salem, age 59, will be Thursday at 7:00 PM at the James and Gahr Mortuary in Salem. Visitation will be from 5:00 until the time of service.

Funeral services for David C. Marcee Sr. of St. James, age 68, will be held Friday at 10:00 at the James and Gahr Mortuary in St. James. Visitation will be Thursday from 6:00 to 8:00. A Memorial service for Thomas "Tom" Howard LaRonge Boyd of Lemay, age 56, will be held Saturday morning at 11:00 at the Cherryville Church of God.
