The Salem Board of Aldermen held their regular meeting Monday night at the City Hall Council Chambers. The board heard from Stanford McNeal about the rezoning of the property at 307 N. MacArthur. He stated that he tried to attend the public hearing at 6:30 but the Planning and Zoning Commission started the meeting early and it was over when he showed up. He stated that changing the zoning would damage the historical value of the homes in the area, would be disruptive having a car lot in the area and the lot would not have egress onto McArthur without extensive curb work by the city. Gale McElfresh from 600 West 4th Street spoke against the rezoning as well. Frank Barnitz then asked the Board of Aldermen to examine the term “place of worship” and define it more clearly for business organizations. The term does not appear in state statutes as they use the term “religious organization” which gives a better description of what is required to be that type of organization. The board approved the bid from Connell Insurance for liability and workman’s comp insurance through Midwest Public Risk for $159,548 that would save the city over $54,450 per year with higher protection limits. The board also approved the bid from Sasco Paving Maintenance in Springfield for 7,500 pounds of Craftco 515 for crack seal at 79 cents per pound for a total of $5,925. Director of Public Works and Engineering Bill Huffman wanted to remind everyone that the utility construction crew would be working on Park Street during daylight hours between Center and Coffman for the next two weeks replacing a pipe. He also said that the street department is repainting the yellow stripes in town. City Administrator Clayton Lucas reminded the board of a budget workshop Thursday at 2:00. He said that the pool is leaking through the seams and it looks like it the pool will open the week of Memorial Day. He went on to report that all city employees would be working Wednesday out at the cemetery from 7:00 AM until 3:00 PM mowing, weed eating and cleaning up the cemetery. Mayor Gary Brown said that there would be a Tug of War between the police department and fire department this Saturday as part of the Ozarks Roots Festival. Bill #3254 that would have rezoned the property at 307 North MacArthur, was voted down by the aldermen; while Bill #3255 that vacated an undeveloped alley into the parking lot of the Lifeway Center was approved by the board. Mayor Gary Brown appointed the Utility Committee and Community Services Committee that was approved by the aldermen before Alderman Powell resigned from the Utility Committee and Alderman Nash was appointed to replace him which was approved by the board of aldermen. The mayor appointed Karen Happel as the City Treasurer and the board approved, and the board also approved a purchase order from H D Supply for 952 feet of eight-inch sewer pipe for $3.19 per foot for a total of $3,036.88. The board then went into closed session.

Captain Lee Ann Kenley, commanding officer of Troop I, announced that during the Memorial Day weekend Troop I officers will once again be participating in special enforcement operations with the objective of reducing traffic crashes. Throughout the weekend, troopers will be participating in Operation C.A.R.E. (Combined Accident Reduction Effort). Additional enforcement projects include the statewide 20-Mile Trooper project and High Enforcement Contact Teams. Troop I's High Enforcement Contact Teams will be assigned to patrol secondary highways during the peak travel periods on Friday, May 25th, and Monday, May 28th. The 20-Mile Trooper project consists of troopers being assigned to 20-mile stretches of Interstate 44. The troopers assigned to both projects will be tasked with vigorously enforcing all traffic laws and helping any motorist that need assistance. This year's counting period will begin at 6:00 pm, Friday, May 25th, and will run until 11:59 pm, Monday, May 28th.

The City of Salem Finance Committee will hold a meeting, called by City Administrator Clayton Lucas, on Thursday, May 24th at the City Hall Council Chambers located at 202 North Washington beginning at 2:00 in the afternoon. The meeting will be to consider the 2012/2013 budget. The meeting of the City of Salem Finance Committee is open to the public.

Tyler Greene belted a go-ahead two-run homer in the bottom of the eighth to propel the Cardinals to a 4-3 victory over the San Diego Padres in the opener of a three-game series on Monday from Busch Stadium. Greene finished with three hits while Rafael Furcal and Matt Carpenter each knocked in a run for the Cardinals, who snapped a four-game skid. Jaime Garcia received a no-decision despite allowing just two runs on seven hits and a walk while striking out seven over seven innings. The Cardinals and Padres play again tonight and you can hear it on KSMO at 6:40.

Felipe Paulino pitched into the seventh inning while Mike Moustakas and Jeff Francoeur each hit two-run home runs as the Kansas City Royals downed the New York Yankees, 6-0, in the opener of a three-game series. Paulino (2-1) scattered six hits and two walks with eight strikeouts over 6 2/3 innings for Kansas City, which won for the second time in three games. The Royals and Yankees play again tonight.

Graveside services for Paul Harvey Munsell of Salem, age 84, will be held today at 1:00 at the Prospect Cemetery in St. Clair with Full Military Honors. All arrangements are under the direction of the Wilson Mortuary in Salem.

Funeral services for Ryan Jacob Pickle of Salem, age 19, will be today at 1:00 at the Britton-Bennett Funeral Home in Steelville. Visitation will be from 11:00 until service time. Interment will be in the Fairclough Cemetery in Cuba. Memorials may be made to the funeral home.

Funeral services for Robert “Bob” Steelman of Salem, age 73, will be held today at 2:00 at the Dent County Memorial Chapel. Visitation will be from 1:00 until service time.

Graveside services for Cecil L. Short of O’Fallona and formerly of Boss, age 86, will be held Thursday at 11:00 at the Boss Cemetery in Boss. Visitation will be Wednesday at the Baue Funeral Home in St. Charles from 4:00 to 8:00. Memorials may be made to the American Cancer Society.

Graveside services for June Fisher of Salem, age 88, will be held Thursday at the Jefferson Barracks National Cemetery with full military honors. Visitation will be Wednesday from 5:00 to 7:00 at the Salem Lutheran Church. All arrangements are under the direction of the Wilson Mortuary in Salem.

Memorial services for Virginia L. Shelton of Salem, age 93, will be held Saturday at 11:00 at the Salem United Methodist Church with a gathering for family and friends from 10:00 to 11:00 and an Eastern Star Service. Interment will be in the Cedar Grove Cemetery. Memorials may be to the Salem United Methodist Church. All arrangements are under the direction of Wilson Mortuary in Salem.
