The City of Salem Board of Alderman held their regular meeting Monday. During the hearing of persons, Mary Linn Botkin addressed the Board with her concerns that she felt that the City had entrapped her cat. The animal was at the animal shelter and that she could not afford the $65 to get it out. Mayor J. J. Tune explained to her that according to a statement by Officer Brown, the city did not entrap her cat. A neighbor had in fact trapped several cats that they felt were messing up their flowerbeds and then called for the City to pick them up and one of them was her cat. Botkin thought that the City ran the animal shelter and Tune explained that the City does not run the animal shelter nor do they have control over the cost of care for her cat. Other than looking into the ordinance in detail, Tune said that there was nothing the Board could do for her. After approval of the agenda, City Administrator Ray Walden addressed the Board and reported that he, Jack Emory and Jeff Meadows from Archer Engineering met with DNR to get clarification on what the city needs to do for their new permit. They will workup preliminary alternatives and a timeline for the work. Walden said that he has been meeting with department heads for a future capital improvements meeting. He reported the water line project on McArthur is underway and expected to be completed by the end of June before the MoDOT road project begins in August. He also stated the Cedar Grove cemetery will be readied for Memorial Day on Wednesday, and all City offices will be closed on Monday, May 26th in observance of Memorial Day. Mayor J.J. Tune reported that he has received numerous complaints about speeding, running stop signs, parking on the wrong side of roadway, high grass, water and the rest rooms at the park. He reported that he hears each complaint and then takes them to the proper department head. Tune appointed, and the Board approved, adding John Hambacker and Catherine Dent to the Utility Committee with Ryan Whitaker as Chairman, and also appointed Haydn Powell as Chairman of the Community Service Committee. Tune will make his appointments to the airport board once Mary Happel is back from training at the next meeting. Mayor Tune brought up once again about having a public comment session at the end of meetings on non-agenda items to hear public comments and not to just be a gripe session. He said he thought 30 minutes was long enough. Participants could not make the same complaint every time, address no more than three topics at a time, could talk from three to five minutes unless longer is deemed necessary, make no direct comments to a Board member or discuss city employees. Tune also reported that there will be a place set up on the website, to do the same thing. It will be a public forum and he feels it will not be abused. Alderman Molly Coffman-Zettel made a motion to open the subject up for discussion, but no second came from the other aldermen. Tune then paraphrased a quote by Abe Lincoln, "Most people can stand some adversity, but if you want a test of a persons character, give them a little power". Tune added, "So I sadly say that the character of these Aldermen, are not what I'd would like to see in Aldermen". Tune said that with no second, this proposal will die and he will try again next week. The Board approved resolution 6-2014 authorizing the mayor to execute an agreement between the City of Salem and the Dent County Commons for the annual 4th of July activities. The City has been approached about the local FFA youth shooting program using the city's shooting range. City Attorney William Camm Seay reported that the FFA/school insurance would be the primary insurance; the same as if they were in any other school activity and the city insurance would be the secondary. Chief Steelman reported that he had spoke with FFA Instructor Heather Johnson and it would be right after school for about an hour a couple days a week. Mayor Tune tabled a decision until the next meeting in order to get a written statement signed first from the insurance company for the school. The Board voted to go into closed session for the purpose of discussing contracts and personnel where no votes were taken.

The Sullivan Eagles will face the Eldon Mustangs in the Class 4, District 9 championship game today starting at 4:30 at the SHS Baseball Field. The admission to the game is $4.00 per person, six years of age and older.
A near-flawless Adam Wainwright and lethal two-out hitting powered the St. Louis Cardinals to a 5-0 win over the Arizona Diamondbacks in the opener of a three-game series at Busch Stadium. Wainwright (7-2) tossed the first one-hitter of his career, registering nine strikeouts and facing only one batter over the minimum. Matt Adams and Jhonny Peralta each homered for St. Louis, which has won five of its last six games and scored all its runs with two outs. The Cardinals and Diamondbacks play again tonight and you can hear it starting on KSMO Radio starting with the pre-game show at 6:40.
The St. Louis Cardinals activated pitcher Jason Motte from the 15-day disabled list Tuesday. Motte last pitched for the Cardinals during the 2012 postseason before undergoing Tommy John surgery last May, causing the right-hander to miss the entire 2013 season. St. Louis optioned pitcher Sam Freeman to Triple-A Memphis following Sunday's game to make room for Motte on the roster.
Adam Dunn homered and drove in three to help the Chicago White Sox to another 7-6 win over the Kansas City Royals in the second match-up of a three-game set. Alex Gordon and Danny Valencia each knocked in two for Kansas City, which saw starter Yordano Ventura (2-4) take the loss after surrendering four runs on seven hits over six innings. The Royals and White Sox play again tonight.

Funeral services for Mary Grace Harston of Rolla, formerly of Salem, age 81, will be held this morning at 11:00 at the Ozark Highland Christian Church. Interment will be in the Rolla City Cemetery. All arrangements are under the direction of the James & Gahr Mortuary in Rolla.
Funeral services for Ronald Max Voight of Rolla, age 62, will be held Thursday at 2:00 at the James and Gahr Mortuary Chapel in Rolla. Visitation will be held from 11:00 until service time. Interment will be in the Rolla City Cemetery. Memorials may be made to the Little Prairie Bible Camp Scholarship Fund.
Funeral services for Michael Raymond Reynolds of Salem, age 57, will be held at 9:00 Saturday morning at the Salem Full Gospel Church. Visitation will be Friday night from 6:00 to 8:00 at Wilson Mortuary in Salem. Interment will be in the Stone Hill Cemetery. Memorials may be made to the Michael Reynolds family.
Graveside services for Evadna Lee Heck of Houston, Texas, formerly of Vichy, age 93, will be held Saturday at 10:00 at the Walker Cemetery in Vichy. Visitation will be Friday night from 5:00 to 7:00 at James and Gahr Mortuary in Rolla. Interment will be in the Walker Cemetery. Memorials are suggested to the Walker Cemetery.
Alvin Louis Long of Salem, age 70, passed away May 17th in Salem. No services will be held. All arrangements are under the direction of the Wilson Mortuary of Salem.
