The City of Salem Board of Aldermen held their regular meeting Monday evening at the city hall council chambers. They heard from Eric Schafer who has property at 203 S. Hickory Street. Mr. Schafer and his surrounding neighbors offered the city any access through their property that would be needed to clean out and widen Spring Creek to alleviate future flooding for the residents. The board took no action. Mayor Brown indicated that sales tax revenue for April was up $15,731 over last year and up $94,492 year to date. Alderman Jim McDaniels suggested a meeting be held with city department heads to discuss the May 8th storm damage and create a disaster plan for the city. He also suggested that a generator be provided for the Salem Police Department. Plans are being developed for the Independence Day celebration as they are looking for bands and vendors. Alderman Jim Jackson expressed concern with the upkeep at the old high school that is now owned by the Western Cherokee. Nuisance Officer Rick Raw stated that a notice has been sent to them regarding the high weeds. Alderman Kenneth Nash stated that the Electric Department needed a Superintendent, and he also suggested that the city establish a tree-trimming ordinance. Alderman Brad Nash thanked the city employees, the Salvation Army and others that assisted during the storm.  He suggested the city send thank you letters to everyone that helped. Mayor Brown gave a storm damage report. He thanked the city workers as well as workers from Rolla and St. James that helped get the electric back on the same day that it went out. Two windows broke and water damage was reported at the old City Hall, and the Administrative building had some roof damage. Seven tombstones were damaged at Cedar Grove Cemetery, and forty trees were damaged or downed by the storm, but no three-phase electric lines were down due to an extensive tree-trimming policy. Brown noted that a similar policy needs to be adopted for the primary electric lines. Brown gave an update on the Tower Inn demolition. He reported that this plan was the result of a 10-year strategic plan endorsed by the City in December 1997. The redevelopment project had three phases to complete in a 10-year period beginning December 2001. The first phase was the building of the Holiday Inn Express. The completion date of the project is December 2011. The board approved Bill No. 3164, adopting a new definition of single-family dwelling. The board also approved Brown’s recommendations for appointments to the Finance Committee, Community Services Committee and the Airport Board. After the bills were approved, the board went into closed session.
