The Salem Board of Aldermen held their regular meeting Monday evening at the City Hall Council Chambers. In the hearing of persons, Salem Area Chamber of Commerce President George Lajoie presented the yearly Memorandum of Agreement between the City and the Chamber.  The City currently provides the Chamber with $10,000 to support tourism related activities, maintaining the website and the Visitors Center. The Chamber is asking for an increase to $15,000. No action was taken by the board. Molly Malone from Verkamp & Malone, CPA’s presented the audit report for year 2009-2010. She reported that the city has received a clean opinion with no significant findings. Currently the city has $15.2 million in total assets and $478,000 in liabilities. She did note that there was a 17% increase in expenses over the previous year. The board approved Bill No. 3224 correcting the property zoned incorrectly by changing the Mississippi Valley Forest Products to manufacturing/industrial, leaving the Rowe and Inman properties as Residential R-1. Park and Recreation Director Greg Nash gave a report on the Park Board meeting recently held. The pool committee recommended ways to increase revenues due to the pool losing $27, 000 last year. They recommended reinstating pool passes by means of a punch card system, having Dollar Day Saturdays to increase weekend attendance, move the adult swim time to 12:00-1:00 from 9:00-10:00, shop for lower cost of concession supplies, offer Little League ball teams a discount on pool party rates, purchase a freezer to allow for ice cream sales, and add a third, two-week session of swimming lessons. By ordinance, these recommendations will be brought before the Community Service Committee for approval. Director of Public Works Bill Huffman discussed with the board what the different city departments would be doing the next couple of weeks. He also stated that he would like to start having budget workshops next week. Mayor Brown reported that the Salem TCRC Partners had met and approved a transition agreement with the Council for a Healthy Dent County to keep the TCRC operating. Alderman Jerry Randell reported that he recently visited the Salem Freedom Activity Center and has concerns about there being no adult supervision while kids are playing basketball. He also spoke with representatives of the Cherokee Nation concerning cleaning up at the old High School.  Randell recently spoke with a representative with the Salem Rotary Club and they asked if the city planned to build soccer fields on the property on South Highway 19. If they were not going to develop the property into soccer fields, they wanted to be released from their soccer field pledge so they could use the funds for other projects. The aldermen approved releasing the Rotary Club from their pledge. Aldermen Hayden Powell asked that the position for the City Administrator be posted with the Missouri Municipal League. Aldermen Kenny Nash asked about putting two meters at the Salem Freedom Activity Center to evaluate the electrical usage of the building. The board approved bill No. 3225 that would allow an Assistant City Clerk to live outside the city limits, Bill No. 3226 that would allow the City Attorney to hire an Assistant City Attorney at his expense, and Bill No. 3227 changing the City’s liquor license that allows for liquor sales to be held 100 feet or beyond from a church or school, and not to allow a waiver to be obtained from any church or school. The board approved Resolution No. 7-2011 appointing the City Clerk to be the custodian of records concerning compliance with Missouri’s Sunshine Law, and Resolution No. 8-2011 authorizing the execution of a warranty deed to correct a property line error at property on Orchard Street owned by Andy and Mary Sue Moody. Mayor Brown appointed members to the Planning and Zoning Board of Adjustment, the Park and Recreation Board, the Community Services Committee, the Airport Board, and the Planning and Zoning Commission. After the bills were approved, the board went into closed session.

Yesterday at the Salem High School Baseball Field Complex in Class 3 District 10 play, the Ava Bears scored four runs in the bottom of the 7^th inning to beat Mountain View/Liberty, 7-6; St. James slugged three home runs en route to demolishing Mountain Grove, 13-3 in 6 innings, and the Cuba Wildcats beat Houston, 9-4.

The Salem Baseball Tigers will face the Cuba Wildcats in the semi-final round of District play starting at 4:30 today at the Salem High School Field Baseball Complex. Throwing out the first pitch today at 4:20 with be former St. Louis Cardinal slugger from the 1980’s, Jack “The Ripper” Clark. You can hear the game on KSMO Radio and online at ksmoradio.com.

Jake Westbrook threw seven strong innings in outpitching Cliff Lee, as the Cardinals edged the Phillies, 3-1, in the opener of a two-game set. Westbrook (3-3) gave up one run on four hits and three walks, and picked up his first win since April 24. Nick Punto, Ryan Theriot and Jon Jay had the RBI for the Cardinals who will face the Phillies starting tonight at 6:30 on KSMO or immediately after the Salem Tigers game.

The Cleveland Indians made up for lost time by decimating the Kansas City Royals, 19-1, to start a brief two-game series. Michael Brantley and Matt LaPorta both drove in four runs for the Indians. Billy Butler knocked in the lone run for Kansas City, which has lost three straight. Kyle Davies (1-6) left the game in the first inning with anterior shoulder soreness but was still charged with the loss, allowing two runs in just one- third of an inning. Vin Mazzaro turned in an ugly stat line for the Royals, giving up 14 runs on 11 hits in 2 1/3 innings. The Royals and Indians play again tonight.
