The City of Salem Board of Aldermen met Monday evening in the city hall council chambers. At the meeting, the board heard from Ron Houston about the constant burning of leaves and trash at 1102 South McArthur that ruined his limo top and that also has damaged vehicles on his business premises. He was asking if anything could be done to help. City Attorney Mark Weaver stated that a nuisance violation could be issued to stop the excessive burning. The board approved the bid from Roland Equipment for a Ham HD13 asphalt roller for $33,900 with a budget adjustment of $1,900. The money will come from CART tax revenues. The board also approved the bid of $1,413.31 from Scotts Printing in Rolla for 10,000 city information brochures. After the consent agenda, City Clerk Mary Happel reported on her training at the Spring Institute for City Clerks. She is now on the Finance and Budget Committee, the Membership Committee and the Scholarship Committee as well as being on the executive board of city clerks. Alderman McDaniels asked if a list of streets that have been swept could be provided in the consent agenda and Street Superintendent Benny Bryson said that would be no problem. The City Economic Development Director Sharon Tubbs addressed the board about a proposed second Town Hall meeting to be held on April 23rd at 7:00 at the Bank of Salem Courtesy Room. She reminded the board that the city-wide yard sale would be held May 5th, and informed them that the website committee is currently working on improving the city of Salem website. Mayor Gary Brown told the board that Fidelity Cablevision is in the process of installing 22 amplifiers to their system and the city electrical crews were helping them hook up electric meters to the amps. Brown said that the topography map was in for the soccer field area and copies of the map will be distributed to help with the layout of the complex. He said that the old playground equipment was being removed at the city park and the old pool filter will be removed this week. He said that crews will be building a pavilion at the pool, and that electrical work needs to be done for the scoreboards at city park and at Al Brown for the lift station. He also said the Doe Run has agreed to purchase the third scoreboard for the city park baseball fields. Brown reported that seeding will be going on at the city park fields and at Al Brown, and the light covers will be put on the lights at the Salem Freedom Activity Center. The board approved Bill #3093 that amends Ordinance # 3090 concerning sewer rates outside the city limits. Section 2a of the Ordinance was amended to read a base rate of $4.57 with a usage rate of $1.16 per 1000 gallons or water, and Section 2b was amended to have a base rate of $9.10 with a usage rate of $1.16 per 1000 gallons of water. The board postponed any action on increasing the pool rates as Parks and Recreation Director Greg Nash was not in attendance. The board then went into closed session.
