The Salem Board of Aldermen held their regular meeting Monday night at the City Hall Council Chambers. The board received one bid for a used ½ ton pickup for the Water Department from Heavin Motors that had 103,000 miles for $11,000. After a discussion with City Administrator Clayton Lucas where he said the city received insurance proceeds on the truck of $2,000 from an accident and that the city would also sell the truck after a different truck is purchased, the board suspended the bid and permitted Lucas to bid out for new truck. The board received two bids for liability and workers compensation, but Lucas said that other companies wanted to bid but did not have enough time. The board rejected these bids and will accept bids that will be due before the second meeting in May. The board then rejected all bids for the purchase or demolition of the old middle school until an asbestos inspection is done. City Administrator Clayton Lucas informed the aldermen and public of a tour at the Industrial Park with Representative Jo Ann Emerson on Thursday with Quality Machines, Integrity Distribution and Heartland Metal  Finishing starting at 1:30. Mayor Gary Brown congratulated City Clerk Mary Happel on being elected President of the Missouri City Clerk’s Association. He also mentioned that the tornado sirens would be tested today at 1:30 as part of Severe Awareness Week. The Board approved Resolution #5-2012 that states the city supports promoting physical activity and a healthy lifestyle for all community residents. The board then approved a long-term lease of ten years with the Council for Healthy Dent County for the Salem Freedom Activity Center that will allow them to pursue a number of grants to expand the services they offer in Resolution #6-2012. The board approved the purchase of 318.61 tons of rock for street repair for $3,137.67 from Capital Quarry, and approved clean-up weeks along with Waste Corporation to be set April 30th through May 4th and May 7th through May 11th. City Attorney William Camm Seay told the board that request for de-annexation from the city limits needs to follow the same procedure for annexing and had to go through the Planning and Zoning Board. The board authorized Administrator Lucas to put out the city employee heath insurance for bid that will also be due before the second meeting in May. Finally the board approved Salem to be a training site for the Missouri Sheriff’s Association in the Salem Freedom Activity Center before going into closed session. After closed session, Mayor Gary Brown announced that there would be a 2012 City of Salem fireworks display this year, but the location has not yet been determined. The meeting was then adjourned.
