The City of Salem Board of Aldermen held their regular meeting Monday night at the city hall council chambers. Polly Mitchell was in attendance to discuss the vicious dog ordinance and she agreed with most of it. She said that instead of just writing tickets that the city should explain what they expect the people to do with the dogs such as the cage outside, not having them on chains, etc. She said that all dogs would bite if provoked so people need to know how to care for their dog to avoid situations when the dog will bite. The board approved the purchase of a pump start panel to provide a soft start for Well #6 from Advanced Electrical Systems for $4,500 plus freight and installation. It should take about three weeks to get it in. The board did not act on the purchase of a new 4-wheel drive pickup for the electric department or on the purchase of a new 12-foot electronic maintenance gate at the airport. Later, Street Superintendent Benny Bryson said that he could get the current gate working manually and the board agreed to the repairs. Alderman Jim McDaniels asked about the building of another pavilion at the city park and Mayor Gary Brown said they are still trying to find a location that has parking. McDaniels asked about the plant growth in the storm ditches and Brown said they are scheduled to be cleaned out. McDaniels said that the firework cannons at the Commons are tore up and Mayor Brown said that he has called Larry Gray a number of times but he has not returned his call. Mayor Gary Brown said that MoDOT has marked Route J for the crosswalk lighting at the Salem Freedom Activity Center and he hopes to get started on that this week. He said the topography maps for the soccer fields should be ready by Monday and that the Community Services Committee and Park Board should meet to discuss the needs at the park before a public meeting. Brown stated that the scoreboards should be installed soon at the City Park Fields, and that the pool rates will be discussed at the next meeting. He further stated that someone dropped off furniture out at the industrial park where the tree limbs, yard waste and leaves are placed and that is against city ordinance and state statutes that could find the perpetrator getting up to a $20,000 fine and/or up to a year in jail. The board approved Bill #3090 that raised the water bill in town to a minimum of $6.98 and out of town to a minimum of $13.94. It also raises the sewer rate to a base rate of $4.57 in town and $8.67 out of town. The rates have basically been raised on all levels about 5%. The board approved Bill #3091 that is a procedure for city officials to disclose possible conflicts of interest and substantial interests that would affect city business. They also approved Bill #3092 that repeals Section 25-33 that required people to have separate sewer lines for every building on their property. The board set a public hearing for April 2^nd at 6:45 to hear opposition to the 12 annexation petitions submitted to City Attorney Mark Weaver, and they discussed the duties of  the airport board and the lack of enforcement of city ordinances at the Salem Airport. After approving the bills, the board went into closed session to discuss litigation and real estate.

The Dent County Commissioners held their regular meeting at the Dent County Courthouse Monday morning. At the meeting District 1 Commissioner Bobby Simpson reported that grading would be done south of Salem on Dent County Roads 552 and 625, in the East Spring Creek District on Dent County Road 515 and west of Salem on Dent County Road 658.  Simpson also said that brush would be cut on Dent County Road 244. District 2 Commissioner J.J. Tune reported that grading would be done on various roads in the Waterfork and Boss areas and also in the Lecoma area on Dent County Road 202. Tune also said that brush would be cut on various roads in the Stone Hill area. Presiding Commissioner Darrell Skiles reported that Salem Postmaster Don Culvert would be meeting with the Commission Thursday morning at 10:00 to discuss the issue of rural addressing. Skiles said he met with Culvert and Prosecuting Attorney Jessica Sparks to discuss what legal issues needed to be taken care of before any further action is taken; Sparks said she would look into the issue and get back with the Commission. Dent County Clerk Angie Curley reported that this Wednesday, March 7, would be the last day to register vote for the April 3^rd Municipal Election. Wednesday, March 28, is the last day to request a mail out ballot, and Monday, April 2, is the last day to absentee vote. The next meeting of the Commissioners will be Thursday morning at 9:00 and the meeting is open to the public.
