The Salem Board of Aldermen held their regular meeting Monday evening in the city hall council chambers. At the meeting, the board heard from City Engineer Bill Huffman about engineering qualifications to apply for a CDBG grant to address the storm water issues at the Housing Development between Third Street and Route J. Huffman said that the logical choice would be Integrity Engineering of Rolla as they have already been involved with the project, but he doesn’t think that they have the whole solution to the problem. The city agreed to select Integrity Engineering as the firm they will work with. Now the city must determine the scope that they will be involved in the matching process of the grant and negotiate the fees. Mayor Gary Brown went over the bids received from Collection Agencies to collect overdue utility bills. He recommended Regional Credit Services out of Washington, Missouri, as they already work locally with the Bank of Salem and Progressive Ozark Bank. Their fees are 30% for the initial filing, 30% for the second filings and 50% if the matter goes to court. The board agreed with his recommendation and the matter to use their services will be put on the next agenda in the form of an ordinance. Mayor Brown reported on the outstanding turnout for the Road Rally in Salem Saturday morning and night. He also said that he attended meetings in Rolla with Alderman Kenneth Nash about electrical services and met with Westar and MoPep about them providing services, but nothing solid has been formed. Brown said that the city received the bill from the state auditor for the audit for $30,000, and received a check from SEMA for $62,000 for storm damages. He also said that he attended a Delta Regional Authority grant meeting in the hopes of getting some grant money to find a new well for the bio-mass process. Alderman Kenneth Nash asked if the gas pump at the airport is working yet and Street Superintendent Bennie Bryson said that it is almost ready for the public. Nash also mentioned that there is another problem with the 70-foot bucket truck again and that the city has already put over $10,000 into the truck for repairs. The board may have to look at getting a different truck in the next budget. The board approved bill #3191 that amend Ordinance #3168 and 3176 concerning the budget for the City of Salem, increasing the revenues by $117,469 and increasing the expenses by $109,811. The board also approved Bill #3192 that allows the 2010 Show Me Green Sales Tax Holiday on certain Energy Star appliance purchases between April 19th and April 25th as Mayor Brown had to break a 2-2 tie. After the bills were approved, the meeting was adjourned.

The National Forest Service will be hosting an educational meeting Wednesday morning at 9:00 at the Ozark Natural and Cultural Resource Center for those who wish to bid on the removal of timber from the May 8th storm from National Forest Service lands. This is NOT a typical sale of excess lumber. Specialists and sales prep personnel will be on hand to answer questions about the timber, some of which is under tremendous stress and pressure. There will be handouts and maps for those interested in bidding, and there will be instruction on how to bid, as well as the specifics to the contract. The timber to be removed is 300 feet off either side of the roads to be presented at the meeting. If you are interested in bidding, you MUST get on the bidders list. The Ozark Natural and Cultural Resource Center is located at 202 South Main, next to the Salem Area Chamber of Commerce and Visitor’s Center. For more information about the sale, becoming a bidder or the meeting, please contact the Forest Service at 729-6656.
