On February 2nd, a Missouri State Highway Patrol trooper and a member of the South Central Drug Task Force contacted 40-year old Thomas M. Wind at his residence on Missouri Highway 119 near Montauk State Park in Dent County. The officers received consent from Wind to search his residence, and located both methamphetamine and a felony amount of marijuana in his home. Also located during the search was drug paraphernalia and precursors used to manufacture methamphetamine. The trooper arrested Wind for the following offenses: manufacturing a controlled substance, two counts of distribution of a controlled substance, possession of chemicals with the intent to manufacture a controlled substance, possession of precursors with the intent to manufacture a controlled substance, possession of drug paraphernalia, and other related drug charges. Assisting in this investigation was the Dent County Sheriff’s Department.

At approximately 1:12 in the afternoon on February 3rd, a 1998 Ford Mustang driven by 34-year old David W. Black of Salem, failed to stop for a stop sign as the vehicle was turning onto Highway 19 from a county road south of Salem. The trooper, who observed the violation, was preparing to stop the Mustang when Black abruptly applied his brakes in an unsuccessful attempt to have the officer’s vehicle strike his car. The vehicles continued north until the trooper was able to stop Black’s vehicle on Highway 19 just south of the Salem city limits. Following the stop, the trooper found Black to be in possession of marijuana and drug paraphernalia. As a result of the incident, Black was arrested for felony assault of a law enforcement officer with a deadly weapon, felony resisting arrest, forgery, and misdemeanor possession of marijuana and drug paraphernalia. The trooper was assisted by the Salem Police Department.

The Salem Police Department released their report for the month of January. During the month, they wrote 22 traffic tickets, 26 warning tickets and two equipment repair orders. They issued 27 summons to appear in court, one city warrant, and one fugitive warrant. The Salem Police Department investigated five accidents, three assaults, six domestic assaults, and four reports of driving while intoxicated. The Police Department also investigated eleven reports of stealing, six reports of property damage, three burglaries, one report of counterfeiting, and two reports of disorderly conduct, one report of child abuse, one report of making a false report, and one report of leaving the scene of an accident. They also investigated one report of possession of drugs amphetamine, three reports of drug paraphernalia and one report of possession of drug hallucinogen. The police received 1,705 calls for service during the month and handled 112 walk-ins to the station. The Salem Police Department redirected 50 calls to the animal control officer. They also spent 12 hours in court testifying, six hours as court bailiff, and eight hours were spent teaching D.A.R.E. The calls in January included 33 calls for escorts, one 9-1-1 call, two intoxicated driver investigations, one call for a suspicious person or vehicle, two calls for peace disturbances, one call for an intoxicated pedestrian, one call for drag racing/speeding, two fire calls, 14 ambulance assist calls, six calls for alarms sounding, five calls for fights in progress, five domestic dispute calls, and two wreckers were needed. The Salem Police Department drove a total of 11,454 miles during the month of January. The Salem Police Department arrested 26 males and 6 females for a total of 32 arrests during the month of January.

The Meramec Regional Planning Commission will hold a public meeting tonight at its office located at #4 industrial Drive in St. James beginning at 7:30 pm. Chairman Bob Reed will present the consent agenda which will include the approval of the minutes from the previous meeting and several contracts. Vice Chairman Ron Jost will report on the Housing Advisory Board meeting from earlier in the evening. Tammy Snodgrass will report on solid waste activities and will also report on the Homeland Security Oversight Committee meeting held last month. Dawn Warren will report on the MREPC activities, and Tom Klebba will report on business loan activity. There will be a report on the Transportation Advisory Committee held earlier in the evening, T.R. Dudley will report on workforce development activities and Executive Director Richard Cavender will report on current activities of the MRPC in his report. The meeting of the MRPC is open to the public.

The City of Salem’s Utility Committee will hold a meeting, called by Utility Committee Chairman Mike Whitley, on Monday, February 12th beginning at 6:00 pm in the City Hall Council Chambers for the purpose of discussing utility rates. This meeting of the City of Salem Utility Committee is open to the public.
