The City of Salem Board of Aldermen held their regular meeting Monday evening at the city hall council chambers. Prior to the meeting a public hearing was held by the Planning and Zoning Board to consider the rezoning of 1101-1105 S. MacArthur, 1509 S. Wines and 601 S. MacArthur from residential to commercial. With no opposition being heard, the Planning and Zoning Board made a recommendation to the Alderman to approve the property at 1101-1105 S. MacArthur, owned by David E. & Jo Ann Wells as well as the property at 601 S. MacArthur, owned by the Dent County Health Center from Residential R-3 to Commercial. After opposition was shown for the rezoning of 1509 S. Wines for the purpose of a storage unit business, the owner, David Wells, withdrew his request from consideration. The alderman approved the recommendation by the Planning and Zoning Board. Alderman Jim McDaniels asked for a soccer field update and Mayor Brown stated that the Park Board Soccer Committee recently met with the engineers and expects a drawing to be prepared for the next board meeting. McDaniels will call for a Community Service meeting to be held for additional public input regarding the soccer fields. McDaniels asked about the culverts at the Salem City Park and the city is still waiting on approval from the Corps of Engineers to install the culverts. Alderman Bill Riley asked about a burned house on South Jackson Street and Bill Huffman explained that a 30-day notice has been sent to the owner. He also asked about a house behind the Fourth Street Mall and wanted to initiate the next stop in getting the owner to clean up the property, by calling for a public hearing. Riley also asked why the street sweeper has not been out the four days per week that it is scheduled to work and Brown explained that the sweeper is not recommended to be used during freezing weather. Alderman Mike Whitley has had several complaints about cars parking on the wrong side of city streets. He suggests that if there is currently no ordinance in place then one needs to be written. Alderman Jim Jackson asked about the progress of the Apprentice Lineman Program. Brown reported that all four linemen enrolled in the program have successfully completed and graduated from their first year in the program. The alderman approved Bill No. 3117, an ordinance to set the standard fees for the rental of the City Hall and the Salem Freedom Activity Center. The new fees to use the buildings would be $125 for up to 4 hours; $175 for over 4 to 10 hours and $300 for over 10 to 24 hours. Mayor Brown reported that the city is putting in water lines on Forest Hill Drive, and they will expand the width of a section of Iron Mountain Road for safety reasons.  The mayor wanted to thank Pastors Bill Stack, Leland Peterson and John Blaylock for their help with the military funeral protestors that were in town last week. McDaniels also commended the Police Department on their handling of the situation. Brown reported that Sho-Me Power would be in attendance at the next board meeting to discuss a rate increase. He also said that Bob Jarvis would become the new Supervisor at the Cemetery on April 28th. After approving the bills, the board went into closed session.
