The City of Salem Board of Aldermen held a special meeting on December 31^st. The meeting was called by City Attorney Nanci Wisdom to correct a problem with the deed from 1996 for the property where the old Daisy BB building sits that had mistakes to it. The property has exchanged hands numerous times since 1996 where the lot was supposed to have 3.8 acres, but only measured just over three acres. City Engineer Bill Huffman staked the property where it was supposed to be and went over the location with the mayor and representatives from the proposed buyer of the property. To correct the problem, the board approved by a 3-0 vote to allow the mayor to sign a limited warranty deed with Alderman Jim McDaniels not present at the special meeting. The deed was to be recorded so that the Dent County Industrial Development Authority could close the deal to sell the building to Integrity Distribution, LLC. Secretary of the IDA Ed Pratt stated that the Industrial Development Authority was glad to help a local business expand their operation in an existing location in Dent County in the industrial park. Integrity Distribution, LLC produces and assembles portable hand washing stations for the education, health and food service industries. The meeting was then adjourned.

The Dent County Commissioners met for their regular meeting at the Dent County Courthouse Thursday morning. For the road report, District 1 Commissioner Dennis Purcell reported that a crew would be in the Bunker area cleaning out pipes on the Medley and Cooley bridges. He also said that crews would be stockpiling sand for winter and checking the driving conditions on Dent County Roads 5180 and 6170. District 2 Commissioner Gary Larson reported that a crew would also be stockpiling sand and the rest of the District 2 crew would be catching up on routine maintenance. Presiding Commissioner Darrell Skiles presented a letter that will be faxed to Phelps County concerning the amount charged to Dent County for the change of venue Donald Nash trial. The total amount for the trial came to $25,444 and that includes security, meals, motel rooms and transportation for jurors. Skiles said that after reviewing the motel room receipts the amount billed to the county is $409.00 higher than what the tickets provided total. Also on that same bill is state sales tax totaling $464.95, which the county is exempt from. Skiles also has concerns about the amount of overtime hours that officers were paid, two officers in particular were paid for 77 and 79 overtime hours and the total amount of money that was paid out for guard duty during the trial came to $12,900. For 2009, the county budgeted $10,000 for trial expenses and the Commission voted 2 to 1 to go ahead and send a check to Phelps County for that amount.  Commissioners Skiles and Purcell voted to send the check, because $10,000 was already budgeted for trial expenses and when and if the amount of the bill is changed the county will then pay the rest and that will be less money taken out of the counties 2010 budget.  Commissioner Larson voted no, because he felt the county should pay it all in one lump sum.  Joe Webber with GS&M stopped by the meeting to update the Commission on the Justice Center for Law Enforcement Project. Webber has been studying the best ways the county could go about building a new jail if needed.  He has looked into building sites and building sizes, how much revenue the jail could bring in and also what type of funding could be obtained to build the facility. The Commission has no plans for the county to build a new jail, but if and when the time comes the information provided by GS&M will be very helpful. Judge Camm Seay also came by the meeting to discuss the Juvenile Offices budget with the Commission.  The next meeting of the Commissioners will be this morning at 9:00 and the meeting is open to the public. 

There will be a public hearing, followed by a meeting of the Planning and Zoning Commission tonight at 6:45 at the City Hall Council Chambers regarding the annexation or 1426 West Franklin. The City of Salem Board of Alderman will then conduct their regular meeting beginning at 7:00. City Attorney Nanci Wisdom will report on the public hearing held prior to the meeting regarding the annexation of 1426 West Franklin, and Sean Curley will give a report on the Planning and Zoning meeting. Park and Recreation Director Greg Nash will then report on the Park Board meeting. Alderman Jim McDaniels, Jim Jackson, Kenneth Nash and Brad Nash will discuss miscellaneous items involving the City of Salem followed by comments on various issues involving the city by Mayor Gary Brown. City Clerk Mary Happel will present the bill for the City’s liability insurance for approval of payment along with bills. The Board may then vote to go into Closed Session. The public hearing and meeting of the Planning and Zoning Commission along with the City of Salem Board of Alderman meeting is open to the public.
